Boil Water Notice?

A "Boil Water Notice" is issued to residents by a council when a water supply is contaminated and unsafe to drink due to events such as flooding or when water tests find contaminants. News and various media are the usual sources of notification but whether 100% of the affected population recieve these messages is uncertain. One other issue is that the public are advised to boil their water for three minutes for drinking, so what about food preparation, brushing your teeth and washing as you are still at risk.
